In 2021 zette het Kremlin een strategie op papier om de Russische invloed op Estland, Letland en Litouwen te vergroten. Het Amerikaanse Yahoo News beschikt over dit document. Door de Russische invasie van Oekraïne is de strategie zo goed als nutteloos geworden, maar toch geeft het document een fascinerende inkijk in de manier waarop Poetins Rusland naar de Baltische staten kijkt.
